He graduated from the Moscow Power Engineering Institute in 1962, and received the specialty of Electrical Engineer.
In 1981 he became Doctor of Sciences.
From 1962 to 1966 - Engineer, Moscow Power Engineering Institute decorated with the Order of Lenin.
From 1966 to 1987 – Head of laboratory, Head of section, Deputy Director, First Deputy Director for Scientific Work at the Lenin All-Union Power Engineering Institute; General Director, Scientific and Production Association “Lenin All-Union Power Engineering Institute”.
From 1987 to 1988 - Vice-Chairman of the State Committee on Science and Technology of the USSR.
From 1988 to 1992 – First Vice-Chairman of the State Committee on Science and Technology of the USSR.
From 1992 to 1993 – Deputy Minister of Science, Higher School and Technical Policy of the Russian Federation.
In 1994 held the office of General Director of the Fund for the Promotion of the Development of Small Forms of Enterprises in the Scientific and Technical Sphere.
In 2001 became recipient of the prize awarded by the Government of the Russian Federation in the field of science and technology.
In 2010 appointed Executive Director of the Association of Russia’s Innovation Regions.
